The Canadian Ministry of Transport has pledged to take action following an investigative report that uncovered a scheme to switch luggage tags at airports, in a case that raised widespread concerns about the security of bags and the potential exploitation by organized smuggling networks.

The scheme, according to the investigation, involves removing the luggage identification tag from an ordinary passenger's bag and placing it on another bag containing drugs, so that the suspicious bag appears linked to the passenger's name and flight details.

The danger of this method lies in the fact that it could implicate travelers who have no connection to smuggling, as a person could find themselves linked to a bag they did not pack or see, but which carries their official tag in the travel system.

The investigation also highlighted potential vulnerabilities within the baggage handling system, especially in areas where bags pass out of passengers' sight and into the hands of employees and contractors who have access to sorting and loading routes.
