International report: Canada is the most at risk in its relations with the United States
Analysis highlights strategic and commercial challenges that may affect Canadian interests amid fluctuations in U.S. policies

A report issued by the Eurasia Group considered Canada to be the country most exposed to risks in its relations with the United States compared to any other country, considering that potential tensions between the two countries could have significant strategic, commercial, and political repercussions.
The group's analytical report stated that the rapid developments in American policies — especially with the current administration under the leadership of President Donald Trump — place Canadian-American relations under unprecedented pressure, particularly in areas including trade, security, energy, and immigration.
The analysis pointed out that Canada, as the largest trading partner of the United States, relies heavily on access to American markets, which puts it in a vulnerable position if tensions escalate or trade agreements are reconsidered. The report added that any changes in the structure of American trade policy could directly affect the Canadian economy, especially in vital sectors such as oil, automobiles, and agricultural products.
The report also addressed the risks associated with joint security policies, noting that any rearrangement of the United States' priorities in national security or defense partnerships could reshape traditional alliances and may affect the existing cooperation frameworks between the two countries, including within NATO and bilateral security agreements.
The report clarified that the risks are not only economic but also include political and diplomatic relations, especially amid the escalation of rhetoric on issues such as immigration, borders, and interventions in the sovereign affairs of other countries, which could reflect on coordination between Ottawa and Washington on a number of international issues.
The Eurasia Group report stated that “Canada faces a complex external environment where its long-term interests intersect with shifts in American policy plans in trade, energy, and security,” emphasizing that Ottawa’s ability to manage these risks will be crucial to maintaining stability in cross-border relations.
This analysis comes at a time when relations between Canada and the United States are witnessing rapid changes, including reviews of trade agreements, pressures on supply chains, tariff classification issues, as well as differences in positions on many international files.
The report confirmed that “the lack of clarity in American directions in some policies adds a dimension of uncertainty,” but at the same time pointed out that there are also opportunities for cooperation in areas such as clean technology, cybersecurity, and combating climate change, if strategic dialogue between the two leaderships is enhanced.
