Hamas delivers its response to Trump's plan to the mediators
The movement agrees to a prisoner exchange and the handover of Gaza's administration to a technocratic government… and refers political and security issues to a "comprehensive national framew

The Islamic Resistance Movement «Hamas» announced on Friday evening that it had delivered its official response to the plan of US President Donald Trump, which aims to stop the war in the Gaza Strip.
The movement said in an official statement that its decision came after in-depth internal consultations within its leadership institutions, extensive deliberations with Palestinian forces and factions, in addition to consultations with «brother mediators and friends», affirming that its position is based on «the keenness to stop the aggression and the extermination war» against the residents of the Strip, and the «national responsibility» towards Palestinian rights and constants.
Main contents of the response
The «Hamas» statement said that it:
Appreciates the Arab, Islamic, and international efforts, including those of the US President, calling for a ceasefire, prisoner exchange, immediate entry of humanitarian aid, while rejecting any occupation of the Strip or displacement of its residents.
Agrees to the release of all Israeli prisoners, alive and dead, according to the exchange formula stated in the American proposal, with its readiness to immediately enter negotiations through mediators to discuss the details.
Renews its approval to hand over the administration of the Gaza Strip to an independent Palestinian technocratic authority, formed on the basis of national consensus, and with Arab and Islamic support.
Political and security issues: Referral to the national framework
As for the items related to the future of the Gaza Strip and the structure of the military wing, «Hamas» clarified that these issues need to be discussed within a comprehensive Palestinian national framework, based on relevant international resolutions, affirming its readiness to participate in this framework «with full responsibility».
«Hamas» officially responds to Trump's proposal: Agreement on the exchange and evasion regarding the military wing
Israel considers the response a practical rejection and threatens to continue military operations
Israeli reports indicated that «Hamas»'s response included a clear agreement on the prisoner exchange, but refrained from providing explicit commitments regarding the dissolution of the military wing or the departure of the movement's leaders from the Strip, which are two main items in the American initiative to end the war.
The movement attributed this position to the necessity of discussing these issues within the Palestinian national framework, which Israeli circles considered an evasive and expected response.
Previous positions confirm the steadfast approach
Data indicates that «Hamas»'s position does not carry fundamental changes, as it had previously announced its full agreement on the prisoner exchange, but conditioned retaining its military structure and actual control over the Strip even in the event of forming a civilian technocratic government.
The Israeli position: Response = Rejection
According to estimates in Tel Aviv, Prime Minister Benjamin Netanyahu and US President Trump had previously agreed to consider such a response as a practical rejection of the plan. Political sources expected the Israeli army to continue its intensive military operations until the movement makes a final decision.
The Israeli estimates stated:
«No problem, continue discussing the issues you see need further discussion; but while you discuss – the Israeli army will continue destroying the Strip. Contact us when you make your decision».
Pressing political and security context
This development comes while Washington exerts intense diplomatic pressure to pass a comprehensive peace plan consisting of 20 points, including a ceasefire, gradual Israeli withdrawal, extensive reconstruction, and the formation of a Palestinian transitional technocratic administration under international supervision.
The current «Hamas» response is seen as a decisive test for the upcoming political path, as it will determine the movement's readiness to abandon its military structure and enter into a comprehensive political settlement, or face a new military escalation if its position is considered a rejection of the initiative.
