Judicial documents reveal tragic details in the case of the death of the infant Liah Mashkoor, who was four months old, just days after visits were made by the Ottawa Children’s Protection Association to the family’s home, in a file that raises painful questions about the warning signs preceding the death and how they were handled.

According to the file, a worker from the Children’s Protection Association visited the child on April 26, 2023, and noticed a bruise on her cheek. The child’s father, Ahmed Mashkoor, said the bruise occurred while the infant was moving inside her crib, pressing her face against its bars.

After several days, during another visit on May 1, no visible injuries were recorded on the child, but the father informed the worker that the infant had fallen from the couch earlier that week.

On May 6, 2023, Liah was taken to Ottawa General Hospital after her father brought her in critical condition. It was later found that she was not breathing before her death was announced. Medical investigations showed that the death was related to head injuries, with indications that some injuries were not only recent.

Judicial data indicate that the nature of the injuries raised suspicions among investigators and doctors, especially since their pattern did not align with a simple explanation of an accidental incident, which later led the police to charge the child’s father with second-degree murder.

Liah had been placed under the care of the Children’s Protection Association after her birth, before later moving to a care arrangement involving her father and grandmother, with continued monitoring by the relevant authorities of her situation inside the home.

The case also reveals a complex family background and previous interventions by concerned authorities, which increases the sensitivity of the file, especially since the child was at a very vulnerable age and unable to express any harm she might have been exposed to.

The court refused to release the accused on bail, pending the completion of judicial procedures, confirming that the charge is still under consideration by the judiciary and no final ruling has been issued in the case.

This tragedy highlights the major challenges faced by child protection systems, especially when there are early signs that are difficult to conclusively assess but may later become decisive indicators in understanding what happened.
