Canada and Saudi Arabia are heading towards a major investment agreement with an upcoming visit by Carney to Riyadh

Canada and Saudi Arabia are heading towards opening a new phase in economic relations between the two countries, with Canadian Prime Minister Mark Carney preparing to visit Riyadh as part of a broader effort to revive trade and investment partnerships after years of diplomatic tension and political cooling.

The visit comes at a time when Ottawa seeks to expand its presence in Gulf markets and reduce its excessive reliance on traditional trading partners by building more diversified economic relations with major financial and investment powers in the Middle East and Asia.

In this context, Canada and Saudi Arabia have agreed to launch official negotiations on an agreement to protect and encourage mutual foreign investment, a step seen as an important legal basis to facilitate the flow of capital between the two countries and provide investors with greater guarantees and clarity.

Canadian officials believe that the potential investment agreement could pave the way, at a later stage, for a broader discussion about a more comprehensive trade relationship between the two countries, especially given the mutual interest in developing the energy, strategic minerals, defense industries, artificial intelligence, advanced agriculture, and life sciences sectors.

During his visit, Carney is scheduled to meet with Saudi Crown Prince Mohammed bin Salman, where economic and investment files will be at the heart of the talks, alongside exploring cooperation opportunities in sectors that have become an increasing priority for both governments.

Canada places special importance on the critical minerals sector at a time when industrial countries seek to secure stable supply chains for minerals used in defense, technology, and clean energy industries. Conversely, Saudi Arabia is working to expand the mining sector as part of its plans to diversify the economy and reduce dependence on oil, opening the door for Canadian companies specializing in exploration, development, and technical services.

Saudi sovereign wealth funds, led by the Public Investment Fund, also stand out as a key part of Canada's growing interest in the Saudi market, due to their significant capacity to finance large projects inside and outside the Kingdom, and their interest in attracting global expertise and companies to development projects linked to Vision 2030.

These moves reflect a clear desire in Ottawa to transform relations with Riyadh from a sensitive diplomatic track to a practical economic partnership based on mutual interests and long-term investment, rather than merely traditional trade relations or limited political contacts.

The Canadian government recognizes that any economic rapprochement with Saudi Arabia requires a balanced approach, combining commercial and strategic interests on one hand, and the sensitivity of political and human rights issues that have previously affected the relationship on the other.

Nevertheless, the current priority in Ottawa appears to be directed towards opening new markets for Canadian companies and attracting foreign investments to major projects in energy, infrastructure, and mining, at a time when the government seeks to enhance the competitiveness of the Canadian economy and strengthen its position in global supply chains.

If the visit succeeds in advancing negotiations on the investment agreement, it could represent a turning point in Canada-Saudi relations and establish a new economic path between two countries that possess resources, expertise, and opportunities that could turn into broad partnerships in the coming years.
