in the human being and not in urban development.

Hundreds of billions of dirhams are invested annually in facilities, infrastructure, industrial zones, buildings, vehicles, administrative, technical, and scientific training, high-tech solutions, equipment, and various supplies... all of which are of a high standard that dazzles the eye, adds beauty to our reality, and places our country among the leading countries in the field of urban development.

In addition to tens of billions of dirhams provided annually as salaries, compensations, bonuses, and privileges for everyone, especially senior employees and officials!

The state budget, through its public institutions and local communities, is primarily spent on management and equipment. Management mostly concerns human resources and maintenance, while equipment or investment includes infrastructure, facilities, buildings, equipment, machinery, and others.

However, many complain about weak governance and deteriorating services, meaning human behavior, where laziness, procrastination, absenteeism, bribery, poor reception, favoritism, abuse of power, and other forms of deviant behavior waste the interests of citizens and companies, miss great opportunities for development and reform, and delay many investments, angering both citizens and foreigners alike. It also causes many manifestations of bankruptcy, protests, social and spatial disparities, and leads to what His Majesty the King called "Morocco at two speeds."

If to that are added manifestations of vandalism, misuse of facilities, equipment, public squares, and failure to fulfill duties by everyone, the picture of the contradiction between human behavior and urban development is complete.

Therefore, care must be taken for the human being and civil and professional behavior, i.e., ethics, starting from education and teaching, to awareness, framing, and guidance, reaching monitoring and deterrence.

Our dear kingdom needs a moral revolution, alongside administrative decisiveness, in all fields and aspects of life, including the simple citizen to the senior official.
It needs the deterrent of the Quran and the deterrent of authority so that the path is straightened at one speed that benefits the country and the people.
