In a world where security tensions and political unrest are increasing in several regions, the value of security and stability emerges as a fundamental condition for the prosperity of societies and the advancement of civilizations. History confirms that urban development only occurs in an atmosphere of tranquility, and development only flourishes when a stable environment is available.

In this context, the Kingdom of Morocco stands out as a distinguished model in its regional environment, having been able over recent decades to strengthen its position as one of the safest and most stable countries in the African continent.

This positioning was not a coincidence but the result of an accumulated process of institution building, consolidating stability, modernizing the security system, and the proliferation of reform programs despite obstacles and shortcomings.

Recent international reports have shown that Morocco ranks among the top safest countries in Africa and maintains an advanced position globally. According to the HelloSafe platform ranking for 2026, Morocco ranked forty-second worldwide with about 73 points out of 100, a ranking that reflects a balance between public security, political stability, and cybersecurity.

Reference reports, including the Global Peace Index, also confirm that Morocco maintains a relatively advanced position in a turbulent regional environment, ranking 85th globally in 2025, while being among the top ten in Africa. These data are of particular importance in the context of an international environment witnessing a general decline in peace indicators and an increase in armed conflicts, which enhances the value of the stability enjoyed by the Kingdom.

Political and institutional stability is one of the most prominent factors explaining this positioning. The Kingdom is characterized by established institutions and deep-rooted traditions in public affairs management, which enabled it to maintain its internal balance and its external relations despite rapid international transformations.

Morocco has also developed a modern security system based on professionalism and coordination, integrating advanced technologies in crime prevention and risk analysis, which has contributed to enhancing the sense of security among citizens and visitors. The major cities have become among the safest and most developed cities, especially those with higher population density and greater attractiveness for investment and tourism.

The impact of this stability was not limited to the security aspect but extended to the attractiveness of the national economy, as Allianz Trade ranked Morocco among the safest countries for investment in Africa, which enhances its competitiveness and ability to attract international investments and strengthens its negotiating position in economic partnerships.

Thus, security and stability remain one of the fundamental pillars of Morocco’s ascending path, in a conscious balance between adherence to constants and openness to modernity.
However, the sustainability of this model remains contingent on continuing efforts and enhancing vigilance, institutionally and socially, to face various challenges and consolidate a cohesive and aware internal front.

This path also requires ongoing reform in its various dimensions, as stability and reform are intertwined; there is no stability without reform, and no reform without stability, both serving humanity and development.
In an era of accelerating transformations and complex challenges, the distinction of countries is not measured only by the growth they achieve but by their ability to preserve their security and enhance their stability. Morocco, steadily moving towards the future, understands that this legacy is a renewed collective responsibility.
